Question
If one does a sakt between Surah anfal and at tawbah how does one read the last word in Surah anfal?

Answer
When one reads the end of Al-Anfal with the beginning of At-Tawbah, there are various ways of reading the two together.  When we read with a , we take a breathless pause at the end of and then proceed to read the first word of At-Tawbah.
When joining the two surahs together with a sake we can read   lengthening the ya' 2, 4, or 6 counts, then putting a sukoon on the letter , then the breathless pause, then continuing on to .
We can also stop with , which is 1/3 of a harakah on the dhammah of the meem, the last letter of , lengthening the ya' only two vowel counts, then the breathless pause -- then the beginning of At-Tawbah.
The third allowed way of reading with a between the two surahs is with . To make the sakt this way we stop with a sukoon on the of  the word , lengthening the ya' of this word 2, 4, or 6 vowel counts, the during the pause, we protrude our lips forward with no sound but indicating a dhamm, then proceed on to read the beginning of surah At-Tawbah.
