is it true that only IJAZAH holder teachers can teach Quran Tajweed?

Assalam o Alaikum ,is it true that only IJAZAH holder teachers can teach Quran Tajweed and not the ones who have done a one year Tajweed or Noorani Qaida course from HIFZ centre jazakAllah khair also please mention from where can we get permission to further teach QURAN .
Wa alaikum assalaam wa rahmatullah.  Is it not true that only an ijaazah holder can teach the Qur'an, but at the same time a blanket rule cannot be made for others who have taken courses.  The teacher of a given course has to approve one to teach, or an interview should be done by an institute or school to determine if an applying teacher is qualified to teach.
