I have a question regarding the makhraj of the meem and the ba.

I have a question regarding the makhraj of the meem and the ba. It seems that the makhraj is the same for both letters, with the only difference being the ghunnah of the meem and the extra pressure for the ba. However, I have heard some people say that one is from the wet part of the lips and the other is the dry part. Could you please clarify this issue?

Wa alaikum assalaam wa rahmatullahi wa barakaatuh
You are correct both the and have the articulation point of the closing of the two lips.  The characteristic differences are that the has the inherit ghunnah, and also has tawassit whereas the has shiddah and a qalqalah when saakinah.  Many time students of the Qur'an have problems making the strong enough, since it is a strong letter, and if they use the middle part of the lips, it comes out with a ghunnah sometimes.  To get the proper strong sound of the , it is advisable to use a bit (just a millimeter or less) of the inside of the lip, and use the mid part of the lip for the .   It doesn't change the fact that both use the closing of the two lips as their articulation point.
