Answer
Wa alaikum
assalaam wa rahmatu Allahi wa barakatuh.
There are two
ways of reciting that are named after the famous scholar of recitation Khalaf;
one is the riwaayah of Khalaf ‘an Hamzah
, the other is the recitation
named after Imam Khalaf himself, and is referred to as Khalaf Al-Bazzar, or
Khalaf Al-‘Ashr. This recitation
is one of the three recitations that are outlined in the poem
by
Imam Ibn Al-Jazaree. We assumed you meant Khalaf ‘an Hamzah, but it may be
you meant the recitation of Khalaf.
It is not
Khalaf alone that joins two surahs together without the basmalah, but in any
case, this is all transmitted from the Prophet himself,
, in authentic
chains of transmission. Sometimes
the Prophet,
, would recite the
basmalah of the next surah when joining two surahs together, sometimes he
would stop with a sakt on the end of a surah and go on without a basmalah, and
other times he would join the end of the first surah with the beginning of the
next surah with no stop in between. This
is for joining in recitation one surah with the next sequential surah.
All of the qira’aat though, start a recite the basmalah if they are
starting their recitation at the beginning of a surah, with the exception of
surah At-Tawbah.

Wa assalaam alaikum.
