There is no difference. Two dhammah next to each other are what the tanween usually looks like. When the letter of the next word after the tanween dhammah is letter of , the tanween is written with one dhammah inverted as in:; when the rule is ikhfa’ or idhgaam, the tanween is written with two dhammah both facing the same way, such as in: .
