Is the noon saakin or Tanween to be read with tafkheem if the letter following it is a letter of tafkheem, such as Saad, Dhaad, Taa, Thaa and Qaaf. Some have said yes and some have said no, can you please produce evidence with your answer from a well known Tajweed book/manual.
The ghunnah of the ikhfa' will be read with tafkheem if the
as-saakinah or tanween is followed by a letter that is one of the letters that causes ikhfa' and that letter is a letter of

The reading of the ghunnah with tafkheem in such a case is passed down in an authentic chain of reading. You can find reference to it in Hidaayah Al-Qaari' by Ash-Sheikh Al-Mursafee, volume 1, p. 188, it is also found in Fannu-t-tarteel wa 'uloomuh, by Ash-Sheikh Ahmed bin Ahmed At-Taweel, volume 2 p. 614, published by the King Fahd complex for printing the Holy Qur'an. What Ash-Sheikh At-Taweel states is that the ghunnah follows that which comes after it as to tafkheem or tarqeeq, the opposite of the alif which follows that which precedes it in tafkheem and tarqeeq. This means that if the letter after the
saakinah or tanween has tafkheem and there is a ghunnah (ikhfa') then there will be tafkheem of the ghunnah.
Ash-Sheikh Ibrahim As-Samannodee wrote the following lines of poetry in his work, "la'aali'u al-bayaani fee tajweed al-Qur'an"
The rawm is like continuing and the alif follows that which is before it, and the opposite for the ghunnah as accostumed
