Is it true that the letters ta-saakin and the kaaf-saakin should be recited with a slight echo sound?
Answer
The kaaf and ta' saakinah have two characteristics which are quite prominent when there is no vowel- that of "shiddah" which means the imprisonment of the running of sound, and "hams" which is the running of breath.  When one reads the kaaf or ta' saakinah, first they need to close off the articulation point (shiddah) so no sound runs, then release the air (hams).
This is not to be compared to a qalqalah in any way, and we would not use the term "echo" to describe this.
