I read the explanation of ikhfaa and qaaf and kaaf. Would it be correct to say that the tongue slightly touches the upper mouth close to each of their respective articulation points during ikhfaa. It seems almost impossible for it not to slightly touch during each of their ikhfaa....

Also when reading about the qasr method in regards to madd munfasil.....I understood that when keeping it at minimal lengthening(2 counts), the muttasil can only be 4( cannot be 5 or 6)-and this is from tareeq attayyiibah.

Yes, the tongue does touch the articulation point of the both the kaaf and qaaf during the ikhfaa' of noon saakinah and tanween before these letters. 

There are ways in tareeq at-Tayyibah in which the munfasil is two vowel counts and the muttasil is four vowel counts, and this is the most commonly used today when one is reading with qasr of al-munfasil, but also there are ways for Hafs in Tareeq At-Tayyibah in which the munfasil is two vowel counts and the muttasil is six vowel counts.  Each way has its own rules as to certain special words for Hafs in the Qur'an, so one must be aware of these before reading this way.
