Question
Do you have to know qur'an an before you started learning about tajweed

Answer
You need to be able to read Arabic and join the words together somewhat fluently before learning tajweed.   If you don't know the letters and can't read well, that should be your first priority.  The tajweed rules are dependent on you knowing the letters, the vowels and being able to apply what you learn as to the rule.
