Is it permitted to reduce the maddul laazim in sura fatiha to 2 counts if you are reciting the sura as a dua?

Wa alaikum assalaam wa rahmatullahi wa barakatuh,
No, it is not.  It is in itself a dua' when we recite it anytime, and a required lengthening.  When we recite as a dua' and when we recite in prayer, it is the Qur'an, so we should keep the required medd at its prescribed length of six vowel counts.
