I was wondering, in the Uthmani script, what does the small meem indicate at the end of Surah Qariah, Surah Fil & Quraish? Is it Waqf al Laazim?

I was wondering, in the Uthmani script, what does the small meem indicate at the end of Surah Qariah, Surah Fil & Quraish? Is it Waqf al Laazim? If so, why does it occur at the end of the surah where one is supposed to stop anyway?

Wa alaikum assalaam wa rahmatullahi wa barakatuh,

The small meem here is the sign of the iqlaab on the tanween.  If we read the end of surah Al-Qaar'iah together with the basmalah and the beginning of surah At-Takaathur in one breath, we will have a noon saakinah (the tanween on the last word of Al-Qaari'ah, which is: ) followed by a ba'  as the first letter of the basmalah.  The rule then is iqlaab, and that is what the small meem indicates.

The same holds true for the other surahs mentioned in the question.
It is allowed to join two surahs together with the basmalah in between for the riwaayah of Hafs 'an 'Aasim.  Please see the following link for the different allowed ways as well as the way that is not allowed to join the two consecutive surahs together:
