Question
How will read the word Waqaalu samiana wa ataana wa ilaikal maseer(Surah Al baqara) my question is the last word "maseer" somebody reciting "RA"... and somebody reciting "RE"..Which is correct and when using "RA" & "RE"
Answer

بسم الله الرحمن الرحيم

The ayah mentioned in the question is v: 285 from surat Al-Baqarah.

The letter ra’ in the last word  has a dhamma on it. We don’t understand what you mean exactly by “RA” and “RE’ but we assume you may be referring to the rule of tafkheem and tarqeeq of the ra’.

Ra’ is one of those letters that are sometimes مفخم (heavy) and sometimes مرقق (light). There are 8 cases of tafkheem and 4 cases of tarqeeq of the ra’. The circumstances of each case can be found in the following link:

http://www.abouttajweed.com/index.php/tajweed-rules/53-tafkheem-and-tarqeeq/59-tafkheem-and-tarqeeq-part-3

The rule of ra in the word  is different in stopping and continuing. In case of stopping, the ra’ will be read with tarqeeq because it is saakinah and preceded by a ya’ saakinah. This is rule no.4 of tarqeeq in the above link. The ra’ will be read with a dhamma while continuing with the next ayah, therefore will be read with tafkheem according to rule no. 4 of tafkheem.
